Two Mississippi residents are wanted by the St. Tammany Parish Sheriff’s Office for theft, bank fraud and vehicle burglary. A Covington-area man has been arrested after he raped his medically-handicapped neighbor. The St. Tammany Parish Sheriff’s Office was contacted Wednesday night (Oct. 16) by family members after a mentally-handicapped Covington-area woman was lured into a neighbor’s residence and repeatedly raped. Joshua Brown, 24, was arrested and booked into the St. Tammany Parish Jail on one count of L.R.S. 14:42 First Degree Rape.
